Piltover and Zaun stand at the edge of collapse.

In the aftermath of the war, Jinx fired a Hextech-powered rocket into the Piltover Council Chambers — moments after the Council voted to support peace and Zaunite independence. Silco is dead, the fate of the councilors remains uncertain, and neither city possesses a clearly functioning government. The Enforcers are leaderless, the Hexgates have been shut down, and the bridge between the cities is sealed. Meanwhile, Zaun’s Shimmer networks are splintering as rival factions compete to fill the vacuum left behind.

With war appearing imminent, surviving officials, merchants, Enforcers, Zaunite leaders, and foreign observers assemble for a seventy-two-hour Emergency Conclave. Though the Conclave holds no unquestioned legal authority, it is the only institution capable of bringing the crisis’s major actors together. Noxian forces wait at Piltover’s harbor, offering military assistance while seeking influence over the future of Hextech and the twin cities.

Delegates will assume the roles of councilors, scientists, soldiers, revolutionaries, industrialists, community leaders, and political operatives from Piltover, Zaun, and Noxus. Through public directives, private operations, crisis notes, and shifting alliances, they must determine who will govern Piltover, whether Zaun will become independent, how the humanitarian emergency will be addressed, and who will control Hextech, Shimmer, and the Hexcore.

Peace was shattered at the very moment it seemed possible. Will the twin cities build a new future together—or complete their descent into war?
