Association of Southeast Asian Nations (ASEAN) Double Delegate Committee: Regulation of AI & Semiconductor Supply Chains & Regional Security in the Wake of the Iran-Israel Conflict

As the global race for artificial intelligence supremacy accelerates, Southeast Asia has emerged as a critical battleground for data center investment and semiconductor supply chain realignment. The United States' sweeping chip export restrictions and the broader decoupling of tech supply chains have forced ASEAN member states to navigate competing pressures from Washington and Beijing, while simultaneously positioning themselves as alternative manufacturing and processing hubs. This committee will examine how ASEAN nations can collectively develop frameworks for AI infrastructure governance, equitable access to advanced semiconductors, and digital sovereignty — without sacrificing economic partnerships or regional cohesion.

Equally urgent is the shifting global security landscape following the escalation of conflict in the Middle East. The Iran-Israel war has sent shockwaves through global energy markets and international trade routes, raising critical questions about ASEAN's non-alignment doctrine and energy security. With several member states reliant on Gulf oil imports and maintaining delicate diplomatic relationships across both sides, this committee must craft a unified regional response.

Delegates are expected to represent their nations' economic interests, engage in substantive debate, and draft forward-looking policy that reflects ASEAN's unique position at the crossroads of global power competition.
